Registrar and Chief Executive Officer of the Caribbean Examinations Council (CXC) .  Dr Didacus Jules has a wide range of experience in Management having worked as a Management Consultant, Arthur Lok-Jack-School of Business, University of the West Indies, St Augustine; Vice President of Human Resources, Cable and Wireless; the Inter-Regional Coordinator, International Literacy Support Service (ILSS); and Resident Consultant, National Research and Development Foundation, St Lucia.

Dr. Jules is a St. Lucian educator who currently serves as the Registrar and Chief Executive Officer of the Caribbean Examinations Council in Barbados. In St Lucia, Dr. Jules served with distinction as Permanent Secretary, with responsibility for Education and Human Resource Development in the Ministry of Education, Human Resource Development, Youth & Sports, from 1997 to 2004, having previously served as Resident Consultant of the National Research & Development Foundation, from 1984 to1988, as well as Vice President, Human Resources, for Cable & Wireless.

He also served as Consultant at the Arthur Lok-Jack School of Business, The University of the West Indies, St. Augustine; and was the Inter-Regional Coordinator, International Literacy Support Service (ILSS) from 1992 to 1994 with responsibility for organizing networking initiatives and training seminars between regional literacy networks in Africa, the Arab region, Asia & South Pacific, the Caribbean, Europe and Latin America.

He was a principal actor in the National Literacy Campaign on behalf of the People’s Revolutionary Government of Grenada where he later served simultaneously as Chief Education Officer and Permanent Secretary for Education, and Culture, 1981 to 1983. He had previously served as Adult Education Organizer (1979-1981) and was responsible for organizing Grenada’s National Literacy Campaign.

Over the years, Dr. Jules has conducted a number of major consultancies. In 2000 he served as Chairman of the Task Force that was appointed by the World Bank and Caribbean Education Ministers to develop a Caribbean Education Strategy 2020 to guide bank and IFI lending in the education sector. In 2001 he was a member of a three-person consultancy, chaired by Prof. Errol Miller that was appointed by the OECS Ministers of Education to revise the Education Reform Strategy, Pillars for Partnership and Progress, which was subsequently approved.

In 2005 Dr. Jules developed a Strategic Plan for the OECS Education Reform Unit, and designed and delivered sensitization seminars on New Opportunities in Investment in Services within the Caribbean Single Market & Economy for the Caribbean Export Development Agency and CARICOM. In addition he has worked with several UN agencies including–the United Nations Economic Commission for Latin America & the Caribbean, UNDP and CIDA; as well the Caribbean Development Bank.

Educated in the Caribbean and the United States of America, Dr. Jules graduated from The University of the West Indies, Barbados, in 1997 with an Executive Masters in Business Administration having previously received a Bachelor of Arts (Hons.) in 1978. He also matriculated at the University of Wisconsin-Madison, USA, where he received the M.Sc. Curriculum & Instruction, in 1990; and a Ph.D. in Curriculum & Instruction (major) and Educational Policy (minor) in 1992.

Dr. Jules has contributed numerous articles on educational policy, educational reform and adult education in the Caribbean and in small island states that have been published in refereed journals; as well as articles on public sector reform, poverty alleviation, and organizational change. He also co-edited the book, Current Discourse on Education in Developing Nations, in 2006.

His current affiliations include a position as Member of the UWI Open Campus Council; Member of the Caribbean Child Support Initiative (CCSI) and Chairman of the Foundation for the Development of Caribbean Children (FDCC)

Dr. Jules holds the distinction of being one of 17 intellectuals from around the world whose work and contribution to educational transformation was featured in the 2007 book by Peter Mayo and Carmel Borg “Public Intellectuals. Radical Democracy and Social Movements” (Counterpoints: Studies in the Postmodern Theory of Education).
